1px;">主要是7项“轻微且当场改正不罚”，包括对消防设施、器材损坏或缺失不超过1具，占用、堵塞、封闭疏散通道、安全出口消防车通道不超过1处等行为。10项“轻微且及时改正不罚”，包括对公众聚集场所变更名称、主要负责人，未申请消防安全检查的；火灾自动报警系统、自动喷水灭火系统、防排烟系统等部分元件损坏且不影响系统功能的；消防设施、器材、消防安全标志部分损坏，数量不超过2个的；消防技术服务机构未按要求落实公示制度的行为。</span></p><p 1px;">从执法实际情况考量，充分考虑违法行为发生的主客观原因，对于当事人有证据足以证明没有主观过错的，不予行政处罚。如：检查发现消防设施、器材和消防安全标志未保持完好有效，但已自行发现并积极整改问题的；已书面报经消防安全责任人或者管理人同意局部停用消防设施、器材的；物业服务企业已制止、劝阻和报告占用、堵塞、封闭消防车通道的；非主观过错致使未如期整改火灾隐患且已主动说明情况的；消防控制室值班人员不具备双人持证但具备相关能力的。</span></p><p
