为确保陆良农历正月十六民俗文化系列活动平稳有序开展，维护活动周边低空空域绝对安全，坚决防范打击利用“低慢小”航空器非法拍摄、扰乱大型活动行为，根据《中华人民共和国治安管理处罚法》、《无人驾驶航空器飞行管理暂行条例》等法律规定，切实维护社会公共安全，发布加强“低慢小”航空器飞行管控有关事项通告如下：<o:p></o:p></span></p><p style="text-align: 二、管控对象：“低慢小”飞行器是指具有“低空超低空飞行，飞行速度较慢，不易被雷达发现”等全部或部分特征的小型航空器和空飘物，主要有轻型和超轻型飞机、轻型直升机、滑翔机、三角翼、动力三角翼、滑翔伞、动力伞、热气球、飞艇、无人机、航空模型、航天模型、空飘气球、系留气球、风筝、孔明灯等。<o:p></o:p></span></p><p style="text-align: left;"><span 仿宋_GB2312;font-size: 16px;"> （一）管控期间，各单位、组织及个人要严格遵守相关法律法规，主动配合民航、公安等部门做好“低慢小”航空器及其拥有、使用者的登记报备管理工作。<o:p></o:p></span></p><p style="text-align: left;"><span style="color: rgb(255, 255, 255);font-family: 仿宋_GB2312;font-size: 16px;"> （二）涉及正月十六民俗活动期间安全保障、应急救援、气象侦测、警务执勤、电视转播等特殊任务飞行，必须具备与所使用航空器相符合的飞行资质，遵守无线电频段管理等有关规定，依法预先向陆良县公安局报备，提出申请并获得批准后方可开展作业。<o:p></o:p></span></p><p style="text-align: left;"><span
