!important;">曲靖日报讯（记者吴茶洪）近年来，市委、市政府深入贯彻以人民为中心的发展思想，将做好不动产登记历史遗留问题处置作为事关发展、事关民生、事关稳定的重点工作，按照“尊重历史、照顾现实”和“群众无过错”原则，因地制宜制定出台专项处置方案，分阶段、分类别、分情形稳步推进不动产登记历史遗留问题处置。</p><p style="user-select: inherit;text-indent: 2em;line-height: 2em;text-align: justify;margin-bottom: 10px !important;">“<strong>曲靖交通集团安置小区</strong>于2006年开发建设，因用地性质与规划不符、部分业主未签订购房合同等原因，<strong>该小区335户群众一直无法办理产权证书</strong>。在市委、市政府高度重视下，市自然资源和规划局先后5次召开专题会议进行研究，同时与项目建设单位主动对接，与住建、税务等部门加强联动，<strong>最终推动解决这一历史遗留问题</strong>。”市自然资源和规划局产权登记局局长岳俊介绍。</p><p style="user-select: inherit;text-indent: 2em;line-height: 2em;text-align: justify;margin-bottom: 10px !important;">具体工作中，为着力化解不动产登记历史遗留问题，我市成立了以市政府主要领导为组长、分管领导为副组长，27个相关单位主要负责人为成员的处置工作领导小组。从自然资源、住建、公安、司法、税务等单位抽调人员组建工作专班，实行集中办公、挂图作战；分批召集65家房地产公司、114个小区的负责人进行座谈，详细制定问题清单，明确各环节工作要求。将原来不动产登记所需的8个流程合并减少为4个，登记资料由16项减少至9项；将一般登记时限由10个工作日压缩至5个工作日，抵押登记时限由5个工作日压缩至2个工作日；开展“进社区”上门送证登记服务活动。<span
