!important;">当前，麒麟辖区出现一部分货车驾驶人为逃避监控设备的管控，采取故意遮挡、不按规定悬挂机动车号牌、使用假牌等违法行为。为深入推进曲靖中心城区货车限行管控工作，坚决打击涉牌涉证违法问题，麒麟公安分局交警大队以货车超限超载专项治理行动为契机，积极采取“线上排查+线下打击”工作模式，在辖区范围内重拳开展故意遮挡、污损、不按规定安装机动车号牌等交通违法行为。 !important;">一是强化研判分析，周密制定计划。</strong>常态化开展中心城区货车限行管控工作以来，部分货运车辆驾驶员在进入城区路口前，通过故意遮挡污损号牌、戴口罩、遮阳板遮面等方式掩盖驾驶员及车辆信息，以逃避视频监控抓拍处罚。针对这一现象，大队专门召开会议研究整治工作，结合货运车辆驾驶员违法行为特点及规律，将大队指挥中心作为前哨，通过缉查布控系统监控目标车辆，实时抓拍故意遮挡、污损号牌违法行为，做好系统排查及证据采集工作；城区各中队在进出城区各路口设置临时查缉点，对目标车辆进行精准拦截查缉，并做好执勤执法安全防护工作，预防恶意冲卡行为，避免出现执法人员伤亡事故。</p></section><section !important;">大队抽调精干警力与巡特警、区城管局组成联合执法小组，在胜峰路、南城门环岛、大花桥、丰登路等进出城区主要路口设置临时查缉点，以22点至次日2点为重点整治时段，对过往货运车辆实行逢车必查，重点查处违规入城、遮面驾驶、遮挡污损号牌、涉牌涉证等违法行为，做到发现一起、查处一起，确保整治行动打出声势，打出成效。同时，4个城区中队骑警组做好城区外围路段的巡逻管控工作，及时发现停靠路边小巷逃避处罚的车辆，最大限度缩小管控盲区。</span></p></section><section !important;">整治过程中，全体参战警力严格按照执勤执法工作要求，规范设置锥桶、检查区、统一着装，做好整治现场交通疏导维护，并使用执法记录仪全程摄录执法过程，及时固定证据，现场录入系统，以“理性、平和、文明、规范”为原则，树立良好执法形象；并通过电话、短信主动告知违法车主到大队涉车中队配合处理违法行为，在处理过程中进一步加强思想警示教育工作，使其成为不敢碰的“高压线”。同时向社会公布监督举报电话，建立社会监督机制，鼓励群众对机动车涉牌违法行为积极举报，加大对举报人的奖励力度，提高举报人维护法律的积极性，严厉打击各种故意遮挡号牌的行为，使故意遮挡号牌的违法行为无处遁形。</span></p></section><section
